Noise Abatement Council

Background
Cuyahoga County Airport is a public-use; general aviation reliever facility situated in the cities of Richmond Heights, Highland Heights & Willoughby Hills and also in both Cuyahoga and Lake County serving the Northeastern Ohio Region. Cuyahoga County owns the Airport. The operation and maintenance is the responsibility of the Department of Development under the auspices of the County Executive.

In 1977, the Board of Cuyahoga Commissioners approved the Joint Statement of County Airport and Airport Users Agreement between Cuyahoga County, the Airport Administration, the Federal Aviation Administration –Air Traffic Control Tower, and Airport Tenants, thus forming the Noise Abatement Council and establishing Joint Agreement between the Users.  In 2010, the County approved the reaffirmation of the Joint Statement with each of its stakeholders.

The County Airport recognizes the vital role the airport plays in the regional economy and wishes to find an appropriate balance between air transport activities and the abatement of aircraft noise.

Responsibilities of the Council
  • To provide a forum for the discussion and analysis of aircraft noise issues
  • To identify solutions to these noise problems
  • To recommend these solutions to the County Executive for its discussion and decision-making
  • To develop and make recommendations to the County Executive and County Council for actions related to aircraft noise
  • To monitor implementation of the Airport’s Noise Abatement Procedures (Joint Statement of County Airport and Airport Users)
  • To make recommendations to the County Executive regarding noise policy and plans, especially as they relate to the various communities
  • To enhance citizen understanding of the aircraft noise issue and related actions being taken by the Airport
  • To advise the County in regard to community -concerns as they are affected by noise issues
  • In conducting its activities the Council shall to the maximum extent possible strive to build a consensus  

Organization of the Committee

The Council will be composed of Airport Administration, Flight Departments (Chief Pilots), Air Control Tower, and a representative of the communities of Richmond Heights, Highland Heights, and Willoughby Hills.


Meeting Schedules & Agendas
The Council shall meet at least semi-annually. Annually the Council will select a Chair in consultation with members of the Committee to decide meeting times. Meeting agendas shall be determined in advance by Chair in collaboration with the Airport Administration.  Any Committee member may recommend subjects for future agendas by contacting one of these two people. The Airport Administration will serve in the capacity of Secretary to provide support and assistance in the Councils activities.

The Cuyahoga County Airport Division of the Department of Development, County of Cuyahoga, Ohio, is holding a Noise Abatement Council (N.A.C) meeting on March 28, 2012. The meeting will be held at 10 am in the Airport conference room. The meeting is open to the public. The Airport is located at 26300 Curtiss Wright Parkway Richmond Heights, Ohio 44143.
